Cicilline Hosts Social Security Day Of Action

Pawtucket – Congressman David N. Cicilline (RI-01) today hosted his Social Security Day of Action at Rumford Towers, commemorating 87 years since the start of the program, and reaffirming the commitment of Congressional Democrats to preserve and protect it.

"In Rhode Island, over 230,000 individuals rely on their hard-earned Social Security checks to survive. Social Security is more than a government program. It’s a promise. It’s a promise that says if you work hard and play by the rules, you’ll be able to enjoy your retirement years without worrying about how you’ll make ends meet," said Congressman Cicilline "Yet, Social Security has failed to fulfill this promise for millions of Americans as the Trust Fund has inched closer and closer to insolvency and cost-of-living adjustments have failed to keep pace with inflation. As we commemorate 87 years of Social Security, Democrats in Congress are defending this solemn trust and fighting to strengthen the program, ensuring this earned benefit keeps up with expenses seniors face today and in the future."


Cicilline shared several of the extreme Republican plans that threaten to end Social Security as we know it, including those proposed by the Republican Study Committee, which represents 157 out of 211 House Republicans (nearly 75%), has a plan that would gut Social Security by raising the retirement age to 70, with future increases likely, by reducing the cost of living adjustments for seniors and changing the benefit formula, and pushing for privatization.

Cicilline said, “For generations, Social Security has been a sacred promise to people who have earned their retirement through decades of hard work, and we cannot ever let these extreme Republican proposals see the light of day. I am committed to working with my colleagues in Congress to pass the Social Security 2100 Act, legislation that would protect and enhance Social Security and recognize that Social Security benefits need to keep up with our changing economy, and the costs our seniors experience most directly.”

Increases Benefits

  • Provides a benefit bump for current and new Social Security beneficiaries equivalent to an average of 2% of benefits.
  • Protects against inflation by improving the annual COLA formula to better reflect the costs incurred by seniors.
  • Protects low-income workers by setting a new minimum benefit at 25% above the poverty line.
  • Improves Social Security benefits for widows and widowers in two income households so they are not penalized for having two incomes.
  • Repeals the Windfall Elimination Provision (WEP) and Government Pension Offset (GPO) that currently reduces Social Security benefits for many public servants, including teachers.
  • Ends the 5-month waiting period to receive disability benefits, so those with ALS or other severe disabilities are no longer forced to wait.

Strengthens The Trust Fund

  • Have millionaires and billionaires pay the same rate as everyone else by applying the payroll tax to wages above $400,000 so the wealthy pay the same rate as someone earning $50,000 a year.
  • Extends the solvency of Social Security, making up more than half the shortfall in the Social Security Trust Funds.
  • Establishes one consolidated Social Security Trust Fund by combining Old-Age and Survivors (OASI) and Disability Insurance (DI) to ensure that all benefits will be paid.
